Project Overview:

This development project aims to enhance water security, reduce climate vulnerability, and improve access to safe and reliable water in Uzbekistan. It focuses on modernizing water management systems using smart IT solutions and strengthening institutional capacity, including promoting gender inclusion in service delivery.

Role Summary:

The Systems Analyst & Implementation Specialist will serve as the Smart Systems Planning and Integration Expert, responsible for leading the analysis, design coordination, and implementation oversight of the project's IT-based systems. These include GIS, Tactical Water Network Management Systems (TWNMS), Asset and Work Management Systems (AMS/WMS), and associated data center components. The role is central to ensuring that smart water infrastructure is designed and deployed effectively, with full integration across platforms and alignment with operational needs.

Key Responsibilities:

• Lead the IT systems needs assessment and options analysis for Package 1.
• Collaborate with the Systems Architect Designer to identify optimal technical solutions.
• Develop functional requirements for GIS, TWNMS, AMS/WMS, and ensure integrated system design.
• Prepare IT conceptual designs and bidding documents for smart system procurement.
• Draft detailed technical specifications and support evaluation of Systems Integrator proposals.
• Oversee implementation from a user perspective, ensuring systems meet functional and integration requirements.
• Verify data migration and integration processes, ensuring telemetry data (Package 2) and asset data (Package 3) are correctly incorporated.
• Test system modules and coordinate closely with the utility's IT department to ensure knowledge transfer and operational readiness.
• Support troubleshooting during implementation and operation phases.
• Advise on IT governance, data management practices, and scalability for future system expansion.
• Maintain a strategic view of digital transformation across all components.

Qualifications:

• Master's degree in engineering, information technology (IT), or a related field.
• Preferably 10 years of international experience in IT systems analysis and implementation.
• Proven experience with smart utility systems, including GIS, telemetry, and asset management platforms.
• Experience in projects funded by multilateral development banks (e.g., ADB, AIIB, EBRD, World Bank) preferred.
• Excellent communication skills in English; knowledge of Russian is an asset.
• Regional experience in Uzbekistan or Central Asia is an advantage.
