DM&E and Project Assistant

Position Summary:

The Design, Monitoring, and Evaluation (DME) and Project Assistant will support the day-to-day implementation and monitoring of program activities in Andijan, Uzbekistan. Based in Andijan, and reporting to the Country Director of Search Uzbekistan, the DME and Project Assistant will support the DM&E Manager and Project Manager in two aspects in the programming - implement monitoring and evaluation process in terms of development of the appropriate tools, collecting field based data, processing the logical frameworks on-line and offline    for the project activities and provide day-to-day assistance to the project implementation. This position requires regular travel to project locations in Izbosqan, Asaqa and Andijan city to maintain regular contact with partners, key local stakeholders and beneficiaries.

The DM&E and Project Assistant will be dedicated to the following responsibilities.

Responsibilities include, but are not limited to:

• Assist in ensuring progress on monitoring and evaluation activities, liaising with key local stakeholders and project partners
• Maintain the the Monitoring and Evaluation part of the Search hosted Grant Management System (GMS)
• Systematically take care of the  appropriate M&E related data-entry of the EU required OPSYS systems 
• Develop relevant tools and methodological equipment to measure projects progress, results on different levels 
• Report on monitoring visits, analyze collected data and prepare the reflection session with the project implementation and partners 
• Assist with the monitoring of partners' deliverables and results
• Participate in the development of a strong monitoring system and tools for the project and conduct regular monitoring of project activities to collect accurate and useful data that inform programming
• Support DM&E Manager and project partner to document progress towards the project's (un-)intended results
• Carry out monitoring tasks, including outreach, M&E logistics, data collection, analysis and reporting.
• Participate in reflection meetings with program and DME staff to analyze monitoring findings and contextual updates and adapt programmatic approaches to maximize project's results
• Assist with communication and visibility aspects of the program, through written material, photos, the collection of success stories, updated website, social media, and traditional media
• Assist in drafting contract agreements with M&E consultants, experts, or any contractors as needed for the projects, and accompany them in the field as needed
• Support the administrative and logistical arrangements for the implementation of the project activities
• Assist in the planning and overseeing project events
• Provide technical support and guidance to project team to achieve project objectives
• Update Project Manager about project status, updates and concerns on weekly basis
• Ensure all project-related documents are properly updated and maintained
• Keep track of and report on project progress

Qualification, Skills and Experience Required:

• Bachelor's degree in international development, conflict resolution, monitoring, and evaluation or related field
• Proficient in use of Microsoft Word, PowerPoint, and Excel, as well as web browsers
• Excellent ability to communicate effectively in English and Uzbek, both verbally and in writing
• Knowledge of data analysis software (e.g. SAS, SPSS) is an added advantage
• At least two (2) years of INGO or CSO experience in project implementation or management in Andijan, Fergana valley
• Strong attention to details
• Experience with monitoring and evaluation
• Strong and proven ability in report writing in English
• Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, multi-cultural environment with minimal supervision
• Cultural sensitivity and strong interest in dialogue, peacebuilding and conflict transformation
• Ability to travel to remote areas
