1. Job Summary
The Admin & HR Specialist will support the daily administrative and human resources operations of PowerChina Jiangxi's Tashkent office and the broader Central Asia region. This position serves as a bridge between the local office and the Regional Headquarters in Dubai, ensuring smooth communication, consistent policy implementation, and effective support for team and business operations.
2. Key Responsibilities
A. Human Resources Responsibilities
- Coordination with Headquarters:
- Liaise with the HR Department of the Middle East & Africa Regional Headquarters in Dubai to communicate, implement, and monitor HR policies, procedures, and requirements, ensuring efficient collaboration and compliance across the Central Asia region.
- Local Recruitment:
- Assist in local recruitment activities aligned with the business development needs of Tashkent and the wider Central Asia region. Focus on identifying qualified candidates for positions such as Contract Management, Electrical Engineering, Civil Engineering, and Business Development.
- HR Data Management:
- Establish and maintain HR databases and personnel records for the Central Asia region to support the development of a standardized HR management system.
B. Administrative Responsibilities
- Office Administration:
- Handle general administrative functions, including office supply procurement, facility maintenance, and daily operational coordination. Maintain awareness of local policies, regulations, and business etiquette relevant to Uzbekistan and Central Asia.
- Local Resource Coordination:
- Build and manage relationships with local government agencies, service providers, and business partners. Provide administrative support to ensure the smooth implementation of business activities and resolve daily operational challenges.
- Meetings and Events:
- Organize internal meetings, workshops, and company activities in Tashkent. Prepare meeting minutes, coordinate logistics, and promote internal communication and collaboration among team members.
3. Job Requirements
Education
- Bachelor's degree or above, preferably in
Public Administration
,
Business Administration
, or
MBA
.
Experience
- Minimum
4–5 years
of relevant work experience. - Prior experience in
HR management
preferred. - Experience in
multinational enterprises
or the
infrastructure/construction industry
will be an advantage. - Candidates with prior
local work experience in Uzbekistan (especially Tashkent)
are preferred.
Language Skills
- Excellent
English
communication skills (both written and spoken). - Knowledge of
Chinese
is not mandatory but will be considered an advantage.
