The Contracts Manager will oversee all contractual and commercial aspects of the airport construction project, ensuring robust contract administration, risk mitigation, and compliance with international standards. This role demands deep expertise in FIDIC-based contracts, PPP frameworks, and multi-disciplinary coordination across EPC contractors, consultants, and government stakeholders. The Contract Manager will be responsible for the effective management, administration, and monitoring of all contractual matters within the SPV company for large-scale construction and airport infrastructure projects. The role ensures compliance with the Project Agreement, EPC Contracts, O&M Contracts, Financing Agreements, and all related project documents. The Contract Manager will act as the primary focal point and interface among the SPV, EPC contractor, O&M contractor, and the government off-taker, safeguarding the SPV's rights while ensuring obligations are met.

Key Responsibilities

Contract Administration & Management

·       Administer and monitor the SPV's obligations under the WSA, EPC, O&M, and financing agreements.

·       Ensure timely submission of contractual notices, claims, and reports in line with contract requirements.

·       Conduct compliance checks to ensure all stakeholders (EPC, O&M, consultants) adhere to contractual obligations.

·       Review, evaluate, and prepare responses to claims, variation requests, and extension of time (EOT) submissions.

·       Draft formal correspondence to the offtaker, EPC contractor, and other stakeholders to protect the SPV's position.

·       Support in negotiation, mediation, or arbitration proceedings where disputes arise.

·       Ensure proper documentation and record-keeping for potential dispute resolution.

·       Support the finance team in monitoring payment milestones, cost recovery, and liquidated damages (LDs).

·       Act as the contractual focal point between SPV shareholders, government entities, EPC contractors, and O&M service providers.

·       Coordinate with project management, engineering, and finance teams to align contractual and technical positions.

·       Draft, review, and finalize contractual correspondence, letters, and notices.

·       Ensure timely resolution of contractual disputes and claims through structured processes.

Procurement & Commercial Oversight


• Support procurement strategy and tendering processes for major work packages.


• Review RFPs, bid evaluations, and contract award recommendations.


• Monitor contractor performance against contractual obligations and KPIs.


• Coordinate with finance and project controls teams for budget alignment and cost tracking.

Risk & Compliance


• Identify contractual risks and develop mitigation strategies.


• Ensure compliance with Uzbek regulations, ICAO/IATA standards, and international best practices.


• Support audits, legal reviews, and regulatory reporting.

Stakeholder Coordination


• Liaise with EPC contractors, consultants, legal advisors, and government entities.


• Facilitate communication between technical, legal, and commercial teams.


• Support dispute resolution and arbitration processes when required.

Reporting & Documentation


• Prepare regular reports on contract status, claims, risks, and commercial performance.


• Maintain accurate documentation and correspondence for all contractual matters.


• Support executive reporting and board-level presentations.

Qualification and Experience

Education


• Bachelor's or Master's degree in Engineering (Civil, Mechanical, Electrical), Law, Quantity Surveying, or Construction Management.


• Advanced qualifications in Construction Law, Contract Administration, or Commercial Management are highly desirable.


• Professional certifications such as MRICS, CIArb, or PMP are preferred and will be considered an asset.

Experience


• Minimum 10 years in contract management, with at least 5 years in large-scale infrastructure or airport projects.


• Proven experience with FIDIC contracts and PPP delivery models.


• Track record of managing claims, disputes, and multi-party negotiations.

Technical Skills


• Strong understanding of construction law, procurement processes, and commercial risk.


• Proficiency in contract management software and ERP systems.


• Familiarity with international arbitration and dispute resolution mechanisms.

Leadership & Communication


• Excellent negotiation, analytical, and stakeholder engagement skills.


• Working proficiency in English; fluency in Uzbek and/or Russian is an asset.


• Ability to work in multicultural, joint venture environments.
