Regional Chief Financial Officer

The Regional Chief Financial Officer (CFO) cum Chief Accountant provides strategic and operational leadership for the Finance function across all legal entities in Kyrgyzstan (including real estate, solar energy, banking subsidiaries and digital mining). Regional Chief Financial Officer (CFO) cum Chief Accountant ensures timely, accurate IFRS/statutory reporting, robust internal controls, regulatory compliance, tax efficiency, liquidity management, and business partnering to drive growth and profitability.

• The Regional Chief Financial Officer (CFO) cum Chief Accountant shall review and

acknowledge this job description by signing it upon commencement of employment. The Human

Resources Management Department is responsible for familiarization with this job description.

• The fundamental organizational and legal documents based on which a Regional Chief Financial

Officer (CFO) cum Chief Accountant conducts his/her employment activities and exercises

his/her powers are:

• All applicable internal rules.

• The appointment to the position of Regional Chief Financial Officer (CFO) cum Chief

Accountant is made upon the recommendation of the Director of the Company and Managing

company's Finance Function lead.

• On administrative and other operational matters, the Regional Chief Financial Officer (CFO)

cum Chief Accountant reports to the Director.

• On professional matters, the Regional Chief Financial Officer (CFO) cum Chief Accountant

coordinates with the Managing Company's Finance function.

• In the absence of a Regional Chief Financial Officer (CFO) cum Chief Accountant, his/her

duties are performed by the Chief Accountant.

KEY RESPONSIBILITIES

1. Leadership & Governance:

2. Lead and oversee the finance strategy across all entities (currently nine).

3. Maintain an effective finance organization structure, ensure succession planning, and build team capabilities.

4. Foster a culture of integrity and enforce strong governance controls.

5. Financial Reporting & Audit

6. Oversee monthly, quarterly, and annual closes.

7. Consolidate local entities and deliver IFRS-compliant financial statements and statutory reports.

8. Manage internal and external audits, ensuring timely completion and clean audit opinions.

9. Regulatory & Tax

10. Ensure full compliance with the Tax Code, e-invoicing (ESF), NBKR rules for banking entities, and sector-specific regulations (real estate, energy).

11. Ensure ESF issuance/receipt and preparation of VAT, CIT, WHT, and payroll tax filings.

12. Guarantee timely tax payments and maintain complete documentation for inspections.

13. Lead tax planning initiatives and manage inspections, audits, and dispute resolutions.

14. Treasury & Capital Management

15. Oversees cash forecasting, liquidity buffers, FX risk policy, intercompany funding,

dividend planning.

• Owns bank mandates/signatory matrix.

• Optimizes capital structure and cost of funds.

• Fixed Assets & Projects

• Maintain FA register (IAS 16), CIP realization, and project cost tracking (real estate,

solar, etc.).

• Perform impairment reviews under IAS 36.

• Banking entities support

• Coordinate with bank finance teams on IFRS 9 classifications.

• Provide data for expected credit loss calculations and NBKR reporting inputs.

• Planning & Performance:

• Owns the annual budget, medium-term plan, quarterly reforecasts, and monthly close-toplan variance analysis.

• Sets and monitors financial KPIs.

• Ensures capital allocation discipline and post-investment reviews

• Business Partnering

• Support investment evaluations for projects in real estate, renewable energy (solar

farms), banking, and digital mining.

• Review contracts, pricing models, and drive performance improvement initiatives across

the business.

• Oversees fraud risk management and whistleblowing channels in coordination with

Group.

3. Maintain contingency plans and ensure adequate insurance coverage.

2. Build and maintain strong relationships with the Board, lenders, investors, tax

authorities, NBKR, auditors, and key suppliers.

• Deliver high-quality management reporting packs to support strategic decision-making.

QUALIFICATIONS

1. Education

2. Bachelor's degree in accounting/ finance/economics. Master's degree preferred.

3. Professional certification (ACCA, CPA, CIMA) strongly preferred.

4. Advanced English proficiency (written and spoken); able to communicate effectively in a

professional, international setting.

• Fluency in Uzbekistan and Russian.

• Experiences:

• 10+ years in Finance with 5+ years in leadership roles.

• Experience across multiple entities and sectors (banking, real estate, energy) is an advantage.

• In-depth knowledge of IFRS and Uzbekistan tax/statutory requirements.

• Proficiency with 1C/ERP and advanced Excel.

• Familiarity with NBU regulations
