Team Leader

Cowater is looking for expert in water resources and groundwater management to lead the inception and implementation of SDC's Regional Groundwater Management Project in Central Asia. The position is full time and based in Tashkent, Uzbekistan.

Job Description:

Cowater International has been contracted by the Swiss Agency for Development and Cooperation (SDC) for the Regional Groundwater Management Project in Central Asia. The Project aims to support the countries of Central Asia in the protection and sustainable use of groundwater resources by enhancing the scientific understanding, management, cooperation and governance of transboundary aquifers, to ultimately improve water security and climate resilience through peaceful and effective cooperation on shared groundwater resources within Central Asia, contributing to sustainable development. Four indicative outcomes form the structure: 1) Awareness and capacity development; 2) Policies, laws, institutions and governance; 3) Sustainable Groundwater monitoring and state-of-the art technologies; 4) Knowledge sharing and coordination.

The project consists of Inception Phase and Implementation of Phase I for about 5 years and takes place in all five Central Asian countries with varying engagement.  The Team Leader will lead a team of international and national experts in project design and development in the Inception Phase and implementation in the Phase 1. During the implementation phase the position will be full time during the implementation and based in Tashkent, Uzbekistan, with frequent travel in the region.

Qualifications:

• Relevant higher education and qualification for the position;
• Demonstrated competences and approximately 10 years of experiences in managing and coordinating mandates comparable in size and scope;
• A solid background and significant experience in groundwater management, integrated water resources management, policy dialogue or other related fields;
• Professional experience in fragile/ dynamics contexts, preferably in the Central Asia;
• Strong managerial skills, including result-oriented management, strategic planning, human resources management and financial management skills;
• Strong experience in steering and mentoring, capacity to anticipate issues and identify forward-looking solutions.
• Strong interpersonal, intercultural and communication skills;
• Proven track record in cooperating with a large number of stakeholders, and experience in working with SDC and/or other international donors;
• Knowledge of Russian and Central Asian languages are a strong asset.
