The ideal candidate will have a passion for technology, hands-on software development experience, enjoy building and scaling teams and working with exciting technologies while following globally recognized engineering and project management practices. In addition to managing the team, this role will have the ability to work directly on our diverse portfolio of projects and participate in the evolution of engineering processes and practices within DSR.

The Regional Engineering Manager reports to the DSR President and DSR VPE.

• Requirements:
• Bachelor's or Master's degree in Computer Science, Engineering, or a related field
• 7+ years of experience in software development
• 3+ years in engineering team leadership with focus on quality and detail in delivering software or products
• Strong people management skills with experience mentoring, team building, and fostering a high-performance culture
• A solid understanding of globally recognized engineering and project management practices
• Experience of working in a multi-cultural software development international company is a plus
• Fluent English and Russian are required; proficiency in Uzbek is a plus
• Responsibilities
• Lead software development projects in the role of Project/Program Manager, Architect, or Team Lead.
• Develop the regional engineering team as an integral part of DSR Corporation, aligning with company culture, policies, and procedures.
• Manage staff development within the engineering team, including performance reviews, mentorship, and career growth planning.
• Oversee project staffing and assignments in close collaboration with Resource Managers.
• Monitor team motivation and engagement levels; proactively identify and resolve personnel issues.
• Plan and coordinate recruitment and onboarding activities in partnership with the HR team.
• Ensure structured, efficient internal communication within the team and across offices and departments.
• Represent the office in communications with authorities and partners (e.g., IT Park, universities, government institutions).
• Report on engineering activities, performance, and resource availability to supervisors.
