Brief Job Description: Environmental Permitting Specialist

The Specialist is responsible for coordinating the development, approval, and management of projects related to air emission and wastewater discharge standards, waste, and sulfur management within the Environmental Permitting group. Key duties include addressing issues of standardization, regulatory compliance, development of measures to reduce environmental impact, and identifying effective technical solutions.

This role requires close collaboration with key stakeholders, including relevant departments, project documentation developers, regulatory authorities, public representatives, and other stakeholders. The Specialist ensures compliance with environmental regulations, minimizes the impact of TCO operations on the environment, and represents company interests in dialogue with regulatory authorities.

Additionally, the Specialist provides technical expertise on complex environmental and regulatory matters associated with company facilities.

Responsibilities:

Project Management:
Coordinate the development, approval, and implementation of projects related to emission standards, waste, and sulfur management.

Environmental Expertise:
Monitor compliance with RoK environmental regulations and environmental permit requirements. Identify opportunities and prepare recommendations to reduce emissions and waste.

Environmental Process Optimization:
Support the implementation of requirements for optimizing production processes in priority environmental areas.

Legislation Compliance:
Provide methodological support and conduct awareness activities on RoK environmental legislation. Develop cost-effective solutions to ensure compliance with regulatory requirements and align them with international standards.

Stakeholder Engagement:
Collaborate with internal departments, partners, regulatory authorities, and local communities to strengthen positive relationships, raise environmental awareness, and protect company interests.

Representation in Court Proceedings:
Participate in court hearings of all instances as a technical expert on environmental regulation matters.

Implementation of Environmental Initiatives:
Lead environmental projects and initiatives aimed at maintaining and improving environmental performance.

Communication and External Correspondence:
Ensure accurate and timely communication within the company and with external stakeholders, including preparation of clear, comprehensive, and well-substantiated responses to external inquiries.

Qualifications and Requirements:

Education:
Bachelor's degree or higher in Environmental Engineering, Chemical Engineering, or related engineering disciplines.

Work Experience
: Minimum of 5 years of professional experience in the relevant field.

Language Skills:
Proficiency in Kazakh, Russian, and English (written and spoken at Intermediate level) is mandatory.

Must Have Knowledge and Skills:

· Experience in environmental design, calculations, air emission and wastewater discharges standardization, waste management, and sulfur handling.

· Practical experience in obtaining environmental permits, coordinating documentation, passing environmental reviews, and organizing public hearings.

· Understanding of BAT (Best Available Techniques) implementation requirements and transition to IEP (Integrated Environmental Permit), as well as knowledge of RoK environmental legislation.

· Experience with Automated Emission Monitoring Systems (AEMS), including system support, data processing, and reporting analysis.

· Strong knowledge of environmental management principles and technological processes in the oil and gas industry.

· Ability to prepare structured, visually appealing presentations and demonstrate excellent written and verbal communication skills.

· Strong analytical and problem-solving skills.

· Effective communication and interpersonal skills for interaction with technical teams, regulatory authorities, and local communities.

· Ability to work independently and lead teams to achieve common goals.
